21 September 2007, KORBAN 2007/1428H: 
PRIVATISATION OF KORBAN AND SELLING PRICE OF SHEEP

The Islamic Religious Council of Singapore (MUIS) has begun to privatise the Korban process this year for the coming Korban rites which will be held in conjunction with Hari Raya Haji or Eidul Adha on 20 December 2007.The privatisation of Korban was done through public tender exercise. It is for the appointment of an Approved Korban Vendor (AKV). The privatisation process covers the following scope: Sourcing and supply of sheep/goats from country of origin that meet all requirements for Korban rites. Shipment of livestock to Singapore according to the movement schedule as specified in the tender contract. Delivery of livestock from the port of entry in Singapore to all participating mosques and organisations. The AKV has to do all the above and everything else that are necessary so that participating mosques and organisations can execute their Korban rites on Eidul Adha.

Result of Public Tender
The tenderer that offers the lowest price and meet all contractual requirements is Mini Environment Service Pte Ltd (MES). The Singapore Mosques Korban Committee or JKMS (Jawatankuasa Korban Masjid-Masjid Singapura) is also satisfied with the Management team from MES who is handling the contract and the process that they are going to adopt. JKMS is also satisfied with the sheep supplier from Australia and the shipping company that owns the vessel that is to be used for the shipment of the livestock from Australia to Singapore. Price offered by MES and accepted by JKMS is $225.90 per sheep. MES has been appointed as the AKV.

Selling Price to the Muslim Public (Jemaah)

The selling price offered to jemaah this year is $293.00 per sheep. This retail price is arrived at by adding to the tender price of $225.90, a 7% GST of $15.81 and a cost to mosque for executing the Korban rites of $51.23. Please see Annex A. The price offered to jemaahlast year was $270.00 which comprised the tender price of $205.50, 5% GST of $10.28, admin fee charged by JKMS of $3.00 and cost to mosque for executing the Korban rites of $51.23. Please see Annex A. The overall increase of 8.5% in the retail price of sheep is due to: An appreciation of about 10% in currency exchange (A$1= S$1.301 as at date of tender closing on Aug 8) from last year to this year. An increase of 2% GST between last year and this year. But JKMS has moderated the increase by waiving its $3 per sheep of admin fee. Please see Annex A.

Main Changes Under Privatisation
Jemaah can still order sheep at their mosque of choice but they will buy the sheep from the AKV i.e. MES. The sheep order form for this purchase will be under the name of MES and not the mosques’. The form represents a simple purchase agreement between the jemaah and the AKV.

Mosques will be officially appointed as the agents of the AKV (i.e. MES). They will accept the orders of jemaah on behalf of the AKV. They will receive payments from the jemaah and hand the money to JKMS/MUIS.

MUIS will hold all the money paid by all jemaah in trust. This money will be paid to the AKV (MES) only after the successful completion of the Korban rites on Eidul Adha (20 December 2007). This payment arrangement is to protect the interest of the public/jemaah.

JKMS/MUIS will now be only the regulator. As the regulator, JKMS/MUIS will monitor the performance of the AKV (MES) to ensure that they fulfil and discharge all the obligations under the contract.

Mosques will continue, as in previous years, to organise the Korban rites on the day of Eidul Adha itself.

Steps Taken to Ensure Timely Delivery

The long stop date for the vessel carrying the sheep to depart for Singapore from Perth in Australia is 7 December 2007.The Estimated Time of Arrival (ETA) in Singapore is on 17 December 2007.Since Eidul Adha falls on 20 December 2007, there is a 3-day buffer and therefore, there is sufficient float time built into the programme. This arrangement has worked very well for the last two years.
Participating Mosques/Organisations

Thus far, 40 mosques and two Muslim organisations – Muhammadiyah and Pergas – are participating members of the JKMS.

Invitation to Register

Registration for the coming Korban will commence on Wednesday 26 September 2007. Members of the public wishing to do the Korban rites can place their orders for sheep/goat at all participating mosques and organisations. The closing date for registration is Wednesday, 21 November 2007.

Informasi ini pertama tentunya menandakan bahwa potensi kebutuhan qurban masyarakat muslim di luar negara Indonesia adalah terbuka. Insya Allah saat ini penulis sedang berupaya melakukan research terkait potensi tersebut di negara lainnya: Brunei Darussalam, Malaysia dan Vietnam

Tanpa mengabaikan potensi kebutuhan hewan qurban masyarakat Indonesia yang juga masih belum tercukupi, data di atas tentunya memberikan harapan bahwa pengembangan usaha ternak Kambing Domba pun juga berpotensi pasar ekspor. Semakin menjanjikan usaha ternak kambing domba tentunya dalam meningkatkan kesejahteraan peternak dan bangsa ini. Amin. 

Peluang pasar yang bisa ditangkap dengan cara yang berbeda terkait kebutuhan qurban masyarakat muslim di luar negeri seperti Singapura di atas adalah, seperti yang dilakukan sahabat penulis seorang peternak di wilayah Bandung, menghimpun warga muslim di Singapura untuk melaksanakan qurbannya di Indonesia. Cara ini terbilang relatif lebih mudah sekaligus mendistribusikan daging qurban ke wilayah yang memang sangat membutuhkan.    


Tantangan yang kita hadapi saat ini adalah pengembangan usaha ternak yang masih belum tersentuh manajemen professional, program pengembangan yang masih belum terpadu, ketiadaan kekuatan inti produsen serta dukungan informasi, promosi dan lobi yang cantik. Sinergi kesemuanya tentunya Insya Allah akan menciptakan Posisi Kuat Peternakan Indonesia di pasar internasional. Mohon maaf bila penulis yang junior ini keliru dan mohon juga dikoreksi. Despite lamb prices falling in late winter and early spring as turnoff of old season lambs remained high, prices are forecast to average higher in 2007-08. The Australian weighted saleyard price for lambs is forecast to average 360 cents a kilogram, 12 per cent higher than in 2006-07. Lamb slaughterings are expected to be lower than last year as a result of a smaller breeding flock and fewer lambs marked. This, combined with strong export and domestic demand, will place upward pressure on saleyard prices over the remainder of the year.

The eastern young cattle indicator is up 30 cents a kilogram carcass weight on the back of smaller yardings in places like Wagga, while lambs in Bendigo topped the 400 cents a kilo mark yesterday.

Strong demand for lamb both in Australia and around the world, combined with the prospect of an end to the drought is set to push up returns for lamb producers, according to the latest forecasts from Meat & Livestock Australia. Releasing the mid-year update to its 2007 Sheep Industry Projections today, MLA has reported that domestic and overseas consumers continue to look to Australia to supply the steady growth in global demand for lamb. MLA’s chief market analyst Peter Weeks said that although demand for lamb remains strong, Australian lamb supplies are set to fall significantly over the remainder of 2007 through to spring 2008 as a consequence of the poor breeding season.
